Young people up to the age of 35 will be able to use the Portuguese state guarantee to get 100% financing on their mortgage when buying their first home. However, they will only be able to do this with adhering banks.

Young people who meet all of the following conditions can access the Portuguese State guarantee:

  • age up to and including 35;
  • fiscal residence in Portugal;
  • do not own any other house;
  • are acquiring their first permanent home;
  • have an annual taxable income of less than 80,000 euros;
  • have no debts to Social Security or the Tax Authority.

Only house purchases up to 450,000 euros are covered by the Portuguese State guarantee. The State guarantee only applies to credit agreements for house purchase and does not cover credit for house construction

Young people up to the age of 35 can be exempt from IMT (Municipal Property Transfer Tax) and IS (Duty Tax) when buying their first permanent home.

The exemption from IMT and Duty Tax applies to young people up to and including the age of 35 on the date of the deed for the house purchase and who, in the year of purchase, are not considered dependents for IRS purposes, even if they still live with their parents until they buy the house. They must also not own or have owned any home at the time of purchase or at any time in the previous three years.

This measure applies to all young people who meet the requirements, regardless of their nationality.

The total exemption from IMT and Stamp Duty is only granted to properties up to 316,772 euros. Only houses purchased for the first permanent home of young people up to the age of 35 can be covered by the exemption from IMT and Stamp Duty.

Even if the young person has already owned a property at some point in their life, they will only be entitled to this benefit if they have no longer owned it for more than three years.

Purchased houses that are not ultimately used as their own permanent home are excluded from the benefit.

Young people who, from a tax point of view, still appear as dependents on their parents' tax return are also excluded from the tax exemption.

The exemption remains in place, but only applies to half of the amount that would have had to be paid, as the verification of the conditions for exemption is done individually for each member of the couple, in equal shares. In other words, the buyer who is under 35 still benefits from the exemption.

As long as the other conditions are met, the buyer who has never owned a home benefits from the exemption, so the tax will be half the amount that would have had to be paid. In other words, buyers who have never had a house registered in their name will still benefit from the exemption.

No. As long as the house is bought for an amount equal to or less than 633,453 euros, the right to full exemption is maintained, but only for the part that does not exceed 316,772 euros. The exemption will be partial between 316,772 and 633,453 euros.
